I would say it has. I'm thinking that 4.0 should be brought over from the SC4E channel to here.

Also looking at the 4.0 metadata and readme I have some questions to think about. Documenting them here so I remember later.

• How to handle the nam:traffic-simulator dependency? It's not strictly a dependency, in that if you don't use NAM, the option you should install is /RW_3x1_Census Repository Facility_Z_CLASSIC.SC4Lot, but if you do use NAM then this file should match the capacity choice. Basically should the traffic sim be installed for non-NAM users?
  • (side note) I should improve the variant descriptions for nam:traffic-simulator. If it's decided yes above, make clear Classic should be the option installed for otherwise non-NAM users. Low = 2x capacity boost over classic, Med = ~3.2x, High = ~5-6x, Ultra = ~10-13x
• The readme links CAM 2.1.0 Stand Permanent memo exemplar patch, by memo while metadata links memo:i-r-fix. To my knowledge they're the same, but updating the readme to point to memo's IR fix would be an improvement as it wouldn't require the submenus dll, and be available to non-CAM users too (?). Or at the very least, it removes questions/concerns about if this is required for CAM.

I think it's ok to keep both versions around, as the 3.6 version also works on macOS. It doesn't matter too much in which channel they are.

I probably wouldn't have added nam:traffic-simulator as a dependency, as it's not strictly needed. But listing it as dependency doesn't hurt too much either, as the traffic simulator is packaged in a way that allows using it stand-alone without pulling in the rest of the NAM. The traffic simulator package is even shared between NAM and NAM Lite. Anyway, the variant ID nam:traffic-simulator:capacity can be used without depending on nam:traffic-simulator. For the 3.6 version, I simply included the maximum capacity, as the dependence on the traffic simulator capacity seems negligible.

Yes, they're the same. The Readme just predates my I-R Fix upload. It was later corrected for the STEX entry of the census repository.
