There is no live timer in Azure Activity log when deleting container apps environment or container app

Repro Steps:

1. Delete one container apps environment or container app.
2. Check whether there is a live timer in Azure Activity log.

Expect:
There is a live timer in Azure Activity log, like the screenshot when deleting a resource group.

Actual:
There is no live timer in Azure Activity log.

This issue also reproduces for other commands that do not have activity children.

Stretch goal - but I would love to instead:

• Actually show each child being deleted as activity child tasks (steps would need to be refactored a bit)
• Also prompt to delete the parent resource group if it's now empty
