"Deploy Image to Azure Container Apps" shows "Select a location" instead of "Select a container apps environment" when resources are grouped by location

Repro Steps:

1. Navigate to Azure Resources view -> Set resources to "Group by Location".
2. Navigate to Container Registries view -> Right click one image and select "Deploy Image to Azure Container Apps...".
3. Check whether the first option is "Select a container apps environment" or not.

Expect:
The first option is "Select a container apps environment".

Actual:
The first option is "Select a location".

More Info:

1. This issue reproduces if resources are grouped by "Resource Group/Location/ARM Tag...".
2. This issue does not reproduce if resources are grouped by "Resource Type".

Most likely due to how our pick works but not sure. In any case, the implementation here is in the Container Apps extension so I will transfer this there.
