Attach to Process Hangs when Using Process Picker

Behaviour

Debugger hangs when using "${command:pickProcess}" to pick a process. Note: If I manually enter the process id, the debugger attaches just fine.

Steps to reproduce:

1. From debug dropdown click `Add New Configuration'
2. Click 'Python Debugger'
3. Select 'Attach Using Process Id'
4. Start Debugging (F5)

Expected behavior

Picker lists available processes.

Actual behavior

The indicator under the dropdown indicates progress, but nothing happens.

You might be having the same issue as #744, which could be due to a missing WMIC.

Possible solutions:

• Install the WMIC component on your PC.
• Use a pre-fixed version: Alternatively, you can use the version from my fork, which already includes the fix proposed in PR Due to wmic has been deprecated. Replace wmic command in attach process with powershell command. #858. You can find it here: ZA139 / vscode-python-debugger (fixed fork)
