Feature to download bulk of the latest submissions for an assignment

There are several anti-plagiarism tools available that can check submissions for plagiarism. In order to use these tools, Web-CAT should provide a user in the web interface with the option of downloading a zip file containing the code for the latest submissions for all users for a specific offering.
