Stable and coherent removal of items from the database

If an item is removed by the admin from the database through the direct database editing tool available, there is a high chance of crashing Web-CAT because of broken relations with other entries. For example, removing a user that has submissions will make the interface crash every time the Assignment Submissions page is requested for that submission.
