Un-deprecate cuid1 #17

People have made a good point in the ongoing thread over in the prisma repo (prisma/prisma#17102) that choosing a cuid1 is still perfectly valid if you understand their limitations and your own use case well enough.
I agree with this, so I'm going to remove the deprecation markers on the cuid1 and associated functions.
The reference package strongly discouraging use of CUID1 due to security issues is, I think, overblown. Note this means that this package may receive bugfixes or improvements for CUID1 that won't be reflected in the reference implementation.
