Restart proxy in order to get updated certificates prior to expiry

Workspace should reload the proxy with the update certificates before expiration

As part of this, the process that renews the certificate must renew more regularly than currently (e.g. a month before expiry)

Can we go one better and just have workspace automatically restart the proxy?
