Plotcsv horizontal axis scales incorrectly with small offset frequency

Re: the frequency scale, the .csv file has the offset frequency and unless you specify the center with '--fcenter', will plot that. I see two bugs that I have to fix, though. 1) it should have labeled it offset frequency if the center frequency was not set. 2) it should have rescaled the range to KHz or HZ so as to not lose the information in the truncated digits (it only plots 1 digit after the decimal point). I will definitely fix that.
