Description
The safe dates currently in the Atlas Cache are from another state so they are likely somewhat wrong for NC. Having reliable safe dates would be beneficial to report when species breed, but also for cleaning up breeding codes. For example, December records of a songbird with "P" behavior code.
The calculate_breeding_dates() function could be used to identify safe dates for NC, even by ecoregion, and as a way to update the safe dates document/table in Atlas Cache.
Also see other issue about winter vs. summer breeding birds.....we need that documented somewhere in the Atlas Cache.
