generateReleaseNotes not working for me

As per the title, I'm successfully generating a release on a new tag, but it has no release notes. If I do it manually via github, the release notes are there.
One thing I guess may be affecting it - I'm releasing to a different repository.

I did a test Releasing just on the source repo and that generated release notes, so I guess releasing to a different repo is the problem, whether that's an issue with the action, or with the github release process itself, cannot tell.
