Develop System to Calibrate the World Frame #29

All movement ultimately happens in the reference pane of the "world" frame in our TF2 based system. This world frame (I believe) is defined based on the start up position of the bot which is undesirable. I would be nice to be able to hit a button and reset this frame. This is low priority since we will rarely set waypoints in the world frame directly.
