Header sync always reports ‘Need 0 minutes to sync’ #5060

Current Behavior
From around 80% header sync progress to 100%, it keeps reporting ‘Need 0 minutes to sync to the latest Header.’
Expected Behavior
Correctly show the estimated time remaining for header sync.
Environment
- CKB version: ckb 0.204.0 (555140e 2025-12-15)
- Chain: testnet
- Operating system: macOS 26.0.1 (25A362)
- Arch: arm64
- Installation: GitHub Release
