Expose album structure through an API (web or ocs) #3278

Is your feature request related to a problem? Please describe.
I've created quite some photos albums in Nextcloud using the albums features. I'd like to export the structure of those albums (not the files themselves) in order to be able to recreate the albums elsewhere if need be. Unfortunately it doesn't seems possible or at least easy to do that right now.
Describe the solution you'd like
A way to get the list of albums, for each one the list of the pictures inside. The path would be the path as known by Nextcloud (on the filesystem) in order to be able to recreate the structure.
Describe alternatives you've considered
Either using a web API, or maybe having an ocs command (like photos:albums:list and photos:album:content or something).
Additional context
Having a way to import/recreate albums as well would be nice but it's not my first need.
