Add debugging via gdb using the pdi interface

The xmega128a4u supports debugging over the AVR PDI interface (with the correct debug probe).

The task will implement debugging using the basic cpp gdb debugger interface in vscode, and utilise "bloom" - a debug server that interfaces with the various Atmel debug probes.
