Adds `tools gh-actions --npm-publish` command to automatically publish a package to NPM

• Setup GitHub workflow w/in project
• Add log to create Github project secret - "NPM_AUTH_TOKEN"
• Add a log to create a new NPM access token
• Add a log to inform users when this will action will get executed (keep in mind "Bump Version" is currently a dependency for this action)
