Prerender query path only when build is not a static one #2533

Hello,
Actually, every query are prerendered, https://github.com/nuxt/content/pull/1502/files. It generate a loottt of files and slow down the build process.
This is interesting when doing SSR without being static but when it's static, these files are not needed.
