Add sorting of observable IDs

The Observables object page shows its `type_id` in numerical order, however due to the number of observable IDs we have now, this isn't always ideal. We want to be able to sort by different criteria, specifically sorting by kind (the "observable by" kinds) with a sub-sort by ID.

This will require a specialized Observable object page with new columns and sorting options for the the `type_id` list.
