Missing recent XML schema changes #5

Some recent changes in ClinicalTrials.gov's schema are not reflected on LinkedCT. Most importantly, clinical_results elements and events are not included on LinkedCT.

These are the XML schema changes not reflected on LinkedCT as of April 2014:
07/15/2013 In clinical_results, added population tag to baseline measure.
Holds population description
Matches population tag in outcome measure
07/15/2013 In clinical_results, marked several tags as optional
07/15/2013 In clinical_results, added optional comment as text of measurements
tag - used to be just attributes with no text
03/27/2014 Added optional target_duration
