Using 8 in the Java Matrix selects 11

I am on one version back with the workaround for Java 17-ea -> olafurpg/setup-scala@v12

matrix:
        java: [ '8', '11', '17' ]

I found this as an example but was surprised when it got Java 11.

Using 1.8 works so that is a good workaround if this is a bug.

Gah. Does the same thing happen if you use setup-java instead of setup-scala? Also I wonder if @japgolly's new https://github.com/japgolly/setup-everything-scala is affected

I didn't try - just trying to get a few things done. The Scala 17 fix worked 👍
