Calculation of indices

• EQs_FLOSHR - should be RTPCS_VARF(r,t,p,c,s), not RCPS_VAR(r,p,c,s)
• EQ_ACTFLO - should exclude RTPS_OFF
• var_ComPrd - should be created for the RHS_COMPRD and RHS_COMBAL indices
• var_ComNet - should be created for the RHS_COMBAL indices only
• var_PrcCap - should be for y in Milestonyr only
• var_PrcNcap - should be for y in Milestonyr only
• var_PrcFlo - should be RTPCS_VARF(r,t,p,c,s), not RCPS_VAR(r,p,c,s)
• var_StgFlo - should be both RPC_STG(r,p,c) and TOP(r,p,c,io), but should additionally allow also 'ACT' as the commodity if type is STS
