Navigation Pane does not expand to open folder if open from a command line

File Explorer: 4.0.0.0
Framework Version: v4.8.03761
Windows: 8.1 (6.3.9600)

If run:

```console
FileExplorer.exe PATH-TO-DIR
```

Then Navigation Pane does not expand to PATH-TO-DIR.

`View->Panes->Navigation Pane->Expand To Open Folder` option is checked.

To workaround:
1. Click `Back To` button.
2. Reenter the path
