Since we've started using this module in our production environment, we are not being redirected to OneLogin when we request the home page before we are logged into Drupal.

For administration, we still need to allow access to the /user login form, but if anonymous users try to go to our home page, or any other page on the site, we want them to be directed to OneLogin, and then back to whichever page they accessed.

Is this module capable of accomplishing that?

This functionality is not provided right now by the SAML plugin, but I think there are specific plugins at Drupal to solve that, for example: https://www.drupal.org/project/anonymous_login
