Consider an "update" and/or "add-new" option for the collections-management utility

This should be coordinated with the #60 

* `add-new` should be pretty straight-forward.

* `update` is rather more challenging because of our `in-place` changes.  Maybe use a hash of the `kimprovenance.edn` file as a key to identify items that have changes?
