Merge OCM pipeline to main to allow repo's to publish OCM components to a OCI registry #33

Description
- Adjust pipeline so that it will publish to the 2 OCI registries (github/keppel)
- Prepare and test publishing of OCM components to github OCI and to the keppel OCI registry. Test the publishing with the feat/ocm branch of the account-operator.
- Contact Bastian for credentials and details.
- Toggle the OCM publishing step so that repos can adopt one after the other
