Install CHMER (CHess prograMER) V4.0

hi we created a chess programming language called CHMER we created for people who want to create chess items by writing scripts this is a command installer so you can run .chess files ex-chmer --run xyz.chess --run # xyz is the file name what ever filename you named it instead of xyz replace xyz with filename

extract the tar.gz file and run setup.sh to install and uninstall.sh for removing

NOTE:Give permissions to setup.sh or uninstall.sh and run With sudo DONT run without sudo it will break the INSTALL!

Update: This is now independent means no python depend but depended on C like how java is build
