Devops Wishlist

• bin/deploy: Instead of going through the Heroku UI. Plus we can check some stuff before the deploy goes out. I don't want to automatically deploy changes when master gets merged. (Adds deploy script #410)
• envvars: Make sure all necessary environment variables are set in Heroku before deploying. Plus there needs to be a good place to define them (Envvars #409)
• Code Splitting? This would make our initial load much quicker. This would be helpful on the field when wifi connection is poor. Relevant Reading
• Upgrade Javascript packages
• Upgrade Ruby gems (specifically Resque)
• Move to Circle CI Instead of Travis
