Add Search and Alphabetical Ordering to Timezone Dropdown

The timezone dropdown on the Outreachy form is not alphabetically ordered, and there is no search functionality. This makes finding the correct timezone frustrating and time-consuming.

1.Sort the timezones alphabetically for easier navigation.
2.Add a search box to quickly filter and select the desired timezone.
3.Use grouped categorization (e.g., by region) or replace the dropdown with an autocomplete field.
