Determine and verify Turin CPU features

There are a wide range of different CPU features that are coming through in the Turin generation ranging from AVX-512 to different feature bits and more in the various issues around vulnerabilities. We need to:

• Determine the set of features that we want to pass through in a VM context.
• Verify they all work in bhyve and Propolis.
