Expected vs actual behavior

When creating a new (local) user in paralus, the user can not be selected for being added to a project (Projects -> Manage Memberships -> Assinged Users -> Assign User to Project). The newly created user does not appear in the dropdown list.

The user does appear in other places in the web interface. For instance when adding users to groups (System -> Groups -> Users -> Add/Remove Members).

It does appear in the dropdown list mentioned before after the user has been added to a group (other than the default group) or added to a project via Users -> Example User -> Edit -> Projects -> Assign User to Project.

Steps to reproduce the bug

1. Create a local user
2. Create a project
3. Go to "Home -> Manage Memberships for your project -> Assigned Users -> Assign User to project
4. The user will not be available in the dropdown list

Are you using the latest version of the project?

Using paralus version 0.2.8 and dashboard version 0.2.3
