import bulk data for state legislators

Bulk data for federal legislators is easy, but will need to bring in bulk data for state legislators.
Two different approaches:

1. normalize state legislator data into the main database. This allows all data in the same place and format.
2. create a second database just for state data. This allows for a separation of data and less upfront work to normalize.
