Allow users to delete and edit their comments

Currently there is no option to edit or delete a comment that was posted. Let's add this: editing should be possible if less than an hour elapsed since creation. Deleting is always possible (however this should delete the contents but not the comment object itself, we can simply replace the text of the comment with text = "Deleted on [dd/mm/yy hh:mm]"

I’d like to work on this issue if it’s still available.

Plan:

• allow editing comments within 1 hour of creation
• allow deleting comments at any time by replacing the content with
  "Deleted on [dd/mm/yy hh:mm]"
• keep the comment object intact (no hard delete)
