Context

This ticket is for performing a runtime upgrade which will disable the extrinsics to transfer DOT to Polkadot relay chain and other task is stop minting PEN collator rewards and instead pay them out via treasury

• Disable transfer DOT to Polkadot DOT chain extrinsics
• Stop minting new PEN tokens for collators and pay them out via treasury
