Docs - AI - API key permissions

Document the required scopes for OpenAI API keys. Make it clear that read-only keys won’t work and restricted keys need at least the `model.request` scope.

When generating a restricted [API key](https://platform.openai.com/api-keys), we need to select at least:

* `Read` permission on **Models**
* `Write` permission on **Model capabilities**
