[Bug]: Tooltip is blocking clicks on the Shipments table

When triggering a tooltip from an element inside a row in the Shipments table, clicking on the row is blocked until the tooltip is dismissed.

Tested in the Manifest GitHub docs and the tooltip follows the expected behavior of not blocking click interactions, however, I've confirmed that it does block clicking on the table row in production.

This is limitation on react-aria library itself, which is blocking the event bubbling, when a component is wrapped with tooltip. We have already done RCA here on this ticket ( https://project44.atlassian.net/browse/DES-542 )
