Use .reviewboardrc's REVIEWBOARD_URL to search in jira comments.

Right now, in post-review, the logic of deducing review request number uses hardcoded string reviews.apache.org. Instead of this, load .reviewboardrc and use REVIEWBOARD_URL from there.
