Is Nuhvi/pkarr same as pubky/pkarr?

The title says it all. I saw this another repo Nuhvi/pkarr. I am little confused as both look almost same. The maintainer of Nuhvi/pkarr has written pubky/pkarr too. What is the difference? Is pubky/pkarr open to external contributions?

Yes, all of our repos are open to contribution.

Nuhvi/pkarr is a fork of this repo made by a former member of our team. We do not know if he plans to keep it fully compatible, and we do not review his code unless he submits it to this repo.
