homserver: User Pkarr republishing broken #177
Description
Due to the restricted GCP <> mainline DHT environment, the current republisher does not a good job in republishing user pkarr packets.
As soon as we found a strategy to deal with this, we should incooporate this into the homeserver and stress test everything.
We might even be able to simplify the pkarr-republisher.
