Feature request: Cities names in rulesets

Hello dear author !

Could you please add feature to use SECOND database on MaxMind - named as CITY ?
What I am talking about. As you surely know Russia is a BIG country, and sometimes I need to specify what cities/region should have access to specific page or not.

For example, CITY database (in .csv) has such record - 524894,en,EU,Europe,RU,Russia,MOW,Moscow,,,,,Europe/Moscow,0
So I can use "RU-MOW" to specify access only from Russia, Moscow, and its nearest small cities.
Or
498817,en,EU,Europe,RU,Russia,SPE,St.-Petersburg,,,"St Petersburg",,Europe/Moscow,0
I can use "RU-SPE" to access only from Russia, St.-Petersburg, and its nearest small cities...
