[Feat.] CLI for getting stats about scrappers from Scrapper-Service

Build lightweight CLI client application that can get statistics information dumped by the scrapper service.

REQUIREMENTS

• A client.py application that can work as a cli client to read the data from the data dumped as checkpoint by the scrapper on demand.
