What was your outline for setting up a tunnel from a local server to a small VPS to obtain an external IP and obfuscate my local IP from a local install of RelayTools? Was it with WireGuard?

See the section in the archlinux wiki on "2.4.3 systemd-networkd: routing all traffic over WireGuard". This is a nice clean way to manage wireguard on with systemd-networkd handling the routing for you.

Then you have to add a few simple MASQUERADE rules on your endpoint and you're good to go.
