Relay name reservation

We should be able to reserve the relay name if desired, but it is hard to account for how long that retention should be for.

I would suggest some preset options, for instance, 1D, 7D, 1M, 1Y

These presets could be decided by the user and limited by the operator.

there should be an un-delete button.. that would probably be the best for now.
