Opening project forms in VS desinger

I have a problem with opening forms in VS designer.
There is no option in context menu to do so for class library.
In demo project,  Form1 has a option 'View designer' but opening designer throws exception 'Could not find type ... FRPrintPreviewControl'.
In runtime everything works fine.
Does anyone know what could be the problem?
