Move ownership to community?

Given it appears @jamiecoh has moved on from RiskFirst and no nuget release has been made for the security issues, is it time ownership of this repo and package moves to the community?

@hendonnelly the last Nuget package release was March 2019. There has been a lot of improvements to this library since then that aren't being made available to the community.
