Allow updating of Cookie Checkbox Text

The standard version of the Comment Form in Twenty-Twenty-One contains not only the Name, Email and Website field, but also a checkbox allowing saving of Name, Email and Website values in this browser for future use.

The German version is: "Meinen Namen, meine E-Mail-Adresse und meine Website in diesem Browser speichern, bis ich wieder kommentiere."

This text is not correct when the Website field is removed.
It will be useful to allow editing of this checkbox text.
