Update proptest to add multiple correct messages and multiple message types

The current proptest only puts one valid QualityInd message and then has random noise around it. We should update the proptest to put multiple messages and make sure we can parse all of those. We should also generate different types of messages instead of hard coding some of the bytes that are there.
