Setup test environment using the requirements.txt

We will have to test the features of the discord bot, we will have to make sure we install required dependencies on the testing platform before we run our tests.  Possibly libraries in [this ](https://github.com/scamper07/BroDiscordBot/blob/master/requirements.txt) file.
