Add "Refill" status in Logistics and EXI

"We should be able to track the refill status of the dewar inside the logistics and the refill history should be visible for the users in EXI. This could be realized e.g. by establishing a tag 'refill' within logistics, this is scanned each time a refill happens and this updates the status with date in EXI transport history."
