App Transport Security

I need some input on if I should disable App Transport Security. On one hand enabling it will force people to use secure version of TLS and have valid certificates. On the other hand users may be frustrated if they are in a testing environment and are only using http.

Also if I disable App Transport Security I have to provide justification in the App Review process.

I think you just gave justification however I would say once someone is at the point of using your app they will probably be fully set up and this will stop being a problem.
