I can be sure that if you apt install mana-toolkit your apache2 will broken.

error message print that "Function not implemented: AH00023: Couldn't create the rewrite-map"

The only way to solve this problem is apt purge mana-toolkit apache2 and reinstall apache2 only

I can't find out why that happened but I guess the reason is some feature with mana-toolkit need shmem or something else but android didn't support.
